Florida's year round warmth means the flea life cycle never gets the hard freeze that interrupts it completely in colder states, so a flea population established in a Florida yard or under a house can keep reproducing through every month of the year rather than dying back each winter and starting over each spring. Florida's sizable population of outdoor and feral cats, along with the state's significant stray and free roaming dog population in some areas, sustains flea activity around neighborhoods and yards independent of any single homeowner's pets, since fleas move readily from wildlife and stray animals onto a residential property. That combination, no winter die off plus a steady source of hosts moving through neighborhoods, keeps flea pressure in Florida more constant across the calendar than the more seasonal tick focused flea and tick concerns common in colder states, where cold weather does at least some of the population control work on its own.

Licensing in Florida: Florida regulates structural pest control through the Florida Department of Agriculture and Consumer Services under the Structural Pest Control Act, and licensing here is more finely divided than in most states. Certified operators are licensed in one or more of four categories: General Household Pest and Rodent Control, Lawn and Ornamental Pest Control, Termite and Other Wood Destroying Organisms Control, and Fumigation, and a general household license alone does not authorize termite work, which requires its own certification and exam. Businesses pay a $300 license fee, each certification exam costs $300 per category, and every location must have a certified operator in charge along with minimum liability insurance. FDACS also issues a separate Limited Commercial Wildlife Management certification specifically for trapping rats and mice in, on, or under structures, while broader nuisance wildlife work such as squirrel, raccoon, or bat removal falls outside FDACS entirely and is instead addressed through Florida Fish and Wildlife Conservation Commission rules, including permit requirements for excluding bats during the state's spring and summer maternity season.
